How much should to budget for art (or anything) is a tough question to answer if you aren't familiar with what the rates are. Rates will also vary by region. The best way to start figuring this out is to define a small project that is limited in scope and ask for estimates on it. Ask for a ballpark estimate or a swag – you don't need a full quote, just a rough order of magnitude. Pretty soon you'll have an idea of what you need to budget for the work.
I want the other half of this – how to tell, as an artist, if a project is worth my time.

"How to Find and Engage a Great Artist": Pay the artist. It's simple. Or you want to do a surgery and pay the doctor with apples? Artists pay bills and support their family as everyone else.
